Harlem is changing. Case in point: Chez Lucienne, a busy (and good) French cafe on the intersection of 125th and Lenox with killer frites. Light blond and ultra-crisp with a steamy, fluffy interior, they come generously seasoned with spicy black pepper and a sprinkle of parsley. And at $4.75 for a generous bucket of them, they may actually be cheaper by weight than the McDonald's a couple blocks away. (And McDonald's doesn't have outdoor seating or martinis).
